**REDACTED (b)(6), (b)(7)c, (k)(2)** of time prior to someone getting to dovmload a file) **REDACTED (b)(6), (b)(7)c, (k)(2)** would suggest they fix their ratios.  Having a higher ratio would allow
the individual to access additional torrents on the website. **REDACTED (b)(6), (b)(7)c, (k)(2)** could not remember any names of the uploaders (individuals tasked with providing content to the website and members of the organization). **REDACTED (b)(6), (b)(7)c, (k)(2)** was asked if he recognized any of the following names, and what he could remember about each one: **REDACTED (b)(6), (b)(7)c, (k)(2)** remembered that **REDACTED (b)(6), (b)(7)c, (k)(2)** was the administrator for the uploads.  **REDACTED (b)(6), (b)(7)c, (k)(2)** would forward messages to **REDACTED (b)(6), (b)(7)c, (k)(2)** if it was related to uploading problems or content.
 
**REDACTED (b)(6), (b)(7)c, (k)(2)** was asked to identify the other members who  re administrators. **REDACTED (b)(6), (b)(7)c, (k)(2)** remembered the following **REDACTED (b)(6), (b)(7)c, (k)(2)** and **REDACTED (b)(6), (b)(7)c, (k)(2)**.  **REDACTED (b)(6), (b)(7)c, (k)(2)** utilized another screen name **REDACTED (b)(6), (b)(7)c, (k)(2)** could not remember.  **REDACTED (b)(6), (b)(7)c, (k)(2)** described **REDACTED (b)(6), (b)(7)c, (k)(2)** and **REDACTED (b)(6), (b)(7)c, (k)(2)** as being the biggest uploads to have them seed the torrents.  **REDACTED (b)(6), (b)(7)c, (k)(2)** believed that **REDACTED (b)(6), (b)(7)c, (k)(2)** and **REDACTED (b)(6), (b)(7)c, (k)(2)** were in
charge of the we site. **REDACTED (b)(6), (b)(7)c, (k)(2)** rarely talked to any of the uploads.  Most of the messages **REDACTED (b)(6), (b)(7)c, (k)(2)** received could be answered by directing the members to the forums.  There were a few instances where **REDACTED (b)(6), (b)(7)c, (k)(2)** modified member's statistics by altering their uploaded amount in the tracker. **REDACTED (b)(6), (b)(7)c, (k)(2)** estimated that he changed around 12 members statistics.  **REDACTED (b)(6), (b)(7)c, (k)(2)** was directed to a page on the ET webite by **REDACTED (b)(6), (b)(7)c, (k)(2)** which allowed him to modify members statistics by entering their user ID and what the new upload or download numbers would be.

**REDACTED (b)(6), (b)(7)c, (k)(2)** decided that he no longer wanted the position of an administrator around December 2004 to January 2005.  **REDACTED (b)(6), (b)(7)c, (k)(2)** wanted to retain his access to top sites allowing him download additional content, but not be responsible for uploading files.  **REDACTED (b)(6), (b)(7)c, (k)(2)** made this decision because he had just moved to Texas, and started working full time.  Althought **REDACTED (b)(6), (b)(7)c, (k)(2)** wanted to be less involved, he still wanted access to movies.  **REDACTED (b)(6), (b)(7)c, (k)(2)** was well aware that the tracker monitored the upload to download ratio and he took steps to fool the tracker.  **REDACTED (b)(6), (b)(7)c, (k)(2)** would disconnect from the tracker, modify the URL that reports information to the tracker, and then run the torrent in a client, but would not provide information to the tracker keeping from it what content **REDACTED (b)(6), (b)(7)c, (k)(2)** obtained.  **REDACTED (b)(6), (b)(7)c, (k)(2)** believed that **REDACTED (b)(6), (b)(7)c, (k)(2)** coached him through this process but did not know if anyone else had knowledge to do the same thing.  **REDACTED (b)(6), (b)(7)c, (k)(2)** did this primarily to prevent people from connecting to his computer to obtain the content he was downloading.  **REDACTED (b)(6), (b)(7)c, (k)(2)** did not believe that ny of the administrators or moderators were aware of his activity.  **REDACTED (b)(6), (b)(7)c, (k)(2)** utilized this activity on every torrent website he downloaded from.  **REDACTED (b)(6), (b)(7)c, (k)(2)** downloaded approximately 10 titles of content from other BT websites and uploaded the content to the ET website.
